ABOUT THE JOURNAL

ISSN (Print): 0117-1828
ISSN (Online): 2672-315

What is PSSR?

The Philippine Social Sciences Review (PSSR) is an open access double-blind peer-reviewed
journal of the College of Social Sciences and Philosophy (CSSP).
PSSR aims to promote the critical exchange of ideas and research findings in the social
sciences and philosophy. The journal accepts submissions from members of the scholarly
community who work on topics pertinent to the Philippines, to Philippine domestic affairs,
and to the Philippines as it is situated in the global context.
The PSSR is committed to making high quality scholarly contributions to knowledge in and
applications of the social sciences and philosophy freely available and widely disseminated
through its website and the distribution of print copies to university libraries nationwide.
What kind of articles does PSSR publish?

The PSSR publishes full-length research articles, research notes, and book reviews
written in English or Filipino.

All full-length articles must be between 7,000 to 8,000 words (excluding references),
with an abstract in English of not more than 200 words, and 3 to 5 key words. Full length
articles must pass the peer review process.

Research notes must be between 4,000-5,000 words discussing such topics as:
research method/methodology implementation, research issues, research ethics.
Research notes are not peer reviewed.

Book reviews on recently released books (i.e. published within the last three
years)must be between 1,000 to 1,500 words. The book reviews are not peer reviewed.

PSSR shall proactively look at the following as possible sources of manuscripts:
● Papers read by CSSP faculty members in local and foreign conferences;
● Professorial Chair Lectures;
● Completed theses and dissertations; and
● Faculty Fellowship papers; and
● Other academic events and outputs.

Articles must follow the bibliographic style of the Publication Manual of the American

Psychological Association (7th edition).

How often does PSSR publish?
The journal is published annually. In addition, special issues may be published that may
focus on a particular theme.

How will the journal be distributed and accessed?
The journal will be available in both print and electronic versions. All CSSP faculty, as well
as non-CSSP referees, are entitled to a complimentary print copy. Authors are provided five
complimentary print copies, as well as an electronic version of their published article (in
.pdf). Additional print versions are also available for purchase.

The journal will provide full open access to articles via its website hosted by the UP Diliman
Journals Database.

MANUSCRIPT SUBMISSION

How do I submit my manuscript to PSSR?
Temporary instructions for 2026 while we work on our own submission process via the website:
We are currently working on our new submission portal. While we are still setting this up,
kindly send your cover letter, title page, and blinded manuscript to our email address:
pssr.upd@up.edu.ph
What are the guidelines for submitting a manuscript?

The manuscript must be original, not published elsewhere and not submitted for
consideration or review in another journal.

The text is double-spaced and uses a 12-point font, with 1-inch margins on the side.
Tables and figures should be included in the text while images/photos should be sent in a
separate file. The file should be saved as a Microsoft Word file (i.e.doc or .docx).

Articles must be written following the bibliographic style of the Publication Manual of
the American Psychological Association (7th edition). References and templates for APA
7th edition style can be found here.

Must have an accurate reference list and if available, include the URLs to access the
references online.

Must meet the word count of the kind of article being submitted.

To ensure a blind review, the title page should be submitted separately from the main
article. The title page should contain the names and affiliations of all the authors, the
contact information of the corresponding author, and the running head. The rest of the
manuscript should be sent in a separate file and should not contain the names of the
authors and should only display the same running head used in the title page.

Permission to use copyrighted material has been secured by the author.

The title page, manuscript, and additional files must be submitted via email
(pssr.upd@up.edu.ph).

What does the review process look like for full length articles?
1) Author submits a full-length article through the PSSR email (pssr.upd@up.edu.ph).
2) The editorial team performs an initial editorial screen of the manuscript to check for
compliance with basic editorial requirements. If the manuscript fails to fulfill basic
requirements, it is returned to the author with the decision decline without review. If
a manuscript is cleared for review, the editorial team will identify and invite possible
reviewers of the article.
3) Anonymized versions of the manuscript will be sent to the two referees along with a
manuscript feedback form.
4) Once both referees send their reviews, the editorial team will integrate and assess the
recommendations of the referees to come up with a decision: decline based on

review, accept pending revision, or accept with no revision. In each case, the
decision is communicated to the author(s) with the anonymized reviews.
5) Authors who are asked to revise their manuscripts will submit a revised draft as well
as a cover letter that details point by point how they addressed the referee comments.
6) The editorial team performs a final editorial screen to ensure that the author has
satisfactorily addressed the referee comments. After clearing, authors will be
notified about the final publication decision of their manuscript.

What are the decision outcomes for full-length articles?
1) Accept without revision. The manuscript requires no further revisions.
2) Accept with revision. The manuscript needs to be revised following feedback from
the reviewers before it can be published.
3) Decline based on review. The manuscript has major flaws or shortcomings. If these
identified issues are addressed, the new manuscript may be resubmitted again for
consideration for publication.
4) Decline without review. The manuscript does not pass the initial editorial screen and
does not fulfill basic editorial requirements (e.g. not in manuscript form, paper has
been previously published elsewhere, paper is not a social science manuscript

Alliances and factions are strong political tools. The Dutertes and Marcoses not only continue to grow in popularity but also sustain their political legitimacy through the security granted by their allies and supporters. Despite its dissolution, the UniTeam has shown the power of what a collaboration of forces can do. Beyond familial labels, the Philippine government is built on the accumulation of elite interests, networks, and favors that mutated the country’s political culture into a nigh impenetrable elite-led democracy.

To combat this, an opposition is therefore sought after. Ideally, a unified one, free from any ties to the country’s gluttonous oligarchy. A tall order for those already jaded and disillusioned by the outcomes of “tactical alliances.” Instead of realizing a solidified anti-elite opposition, the best that has come from these progressive forces are fragmented movements and campaigns. With glaring symptoms such as the occurrence of splintered anti-corruption protests, fractured support for candidates and parties, disjunct EDSA commemorations, as well as varying positions on the resignation of public officials, a solidified opposition to lead popular democracy appears to be far from reach.

Now that Sara Duterte has announced her bid for presidency, the publics are on their toes to block the punisher’s clan from returning to Malacañang. Thus, it appears that not only is a united opposition the only collective conundrum for Filipino progressives but so is the resolution for a mutually-agreed upon standardbearer that can trump the Dutertes in 2028.

The final installment of the 2025-2026 Francisco “Dodong” Nemenzo Jr. Public Forum Series confronts the troublesome predicament of opposition-building. The discussion raises the concerning question of how a corrupt system can be changed with a fragmented progressive opposition—an opposition that often treats its allies as rivals? Is a unified progressive coalition even possible in a symptomatically pluralistic political landscape? How can this fragmentation shape the political climate and democratic mobilization of 2026 going into the 2028 national elections? Who has authority in constructing the composition and goals of this coalition? Can the progressives progress from this dilemma? What would be the democratic agenda of this broad coalition of progressives?
